Under direct reporting to the Human Resources Manager, Human Resources Generalist 1 implements the day-to-day administration of human resource services for the Dean's Office and Jacobs Research Groups. This role supports the Human Resources Manager in analyzing policies and procedures and offers advice to supervisors, managers, and staff on low to moderate HR issues. The incumbent supports the implementation of policies related to staffing, recruitment, employee relations, compensation, performance reviews, leave management, payroll, benefits, and staff development.

Responsibilities also include coordinating onboarding/offboarding, tracking professional development, monitoring leaves, keeping personnel records and ensure accurate funding and process funding changes. Under the guidance of the Human Resources Manager, the incumbent will handle peripherals associated with employee/labor relations; classification; merits and performance appraisals; accommodations; worker’s compensation; staff recognition & development & training; organizational changes; policy interpretation and staff labor contract consultation; disciplinary actions while managing sensitive information; compliance with affirmative action policies; and interfacing with central campus offices as needed. The incumbent handles various HR transactions and actions, such as employment changes, salary adjustments, and terminations, while ensuring compliance with policies.

Prepares and completes paperwork for staff volunteers to ensure compliance with policies and work permits. Handle recruitment and hiring actions for student employees in academic and non-academic student titles, including personnel and payroll actions. Provide student instructional support (graduate and undergraduate TA, reader, tutor) payroll using UCPath, ASES and EmployeeLink. This includes graduate student financial support, including payroll entries, hire/rehire transactions, separations, monitor FTE, Short Work Breaks (SWB), funding changes, liaison with the fiscal team to determine fund sources, and coordinate appointments with home Grad departments. Supports the HR Manager in planning and executing departmental programs and ensures all policies align with University, Federal, and State guidelines.

Submits UCPath/Payroll transaction for academic titles codes that are processed through the Dean’s Office Academic Personnel team. Responsible for managing Postdoctoral Scholar (PDS) files across all title codes, including preparing and processing new files in the RSAS database. Monitors key dates such as anniversaries, coordinating with Principal Investigators (PIs) for reappointments, salary increases, or separations. Handles layoffs as needed and provides comprehensive orientation to new scholars, covering UC policies, benefits, timesheets, and safety training.

Serves as a primary timekeeper for the Dean's Office and Jacobs Research Groups, managing timekeeping for all student, staff, and academic employees. Provides guidance on PTO and leave code usage, reviews timesheets for inconsistencies, and resolves issues as they arise. Audits, researches, and addresses payroll and timekeeping discrepancies, coordinating with the local Ecotime team and UCPath Center (UCPC) to correct errors. Handles special check requests for off-cycle paychecks. Reviews, recommends, and establishes internal policies and procedures, ensuring compliance with payroll-related mandates and applicable laws.

Oversee special projects and other duties as assigned. Provide backup support to the HR Generalist 2.

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Proven ability to collect and analyze data, interpret policies and procedures and apply them to routine situations. Strong and creative organization, analytic, and decision-making/problem-solving skills, with demonstrated ability to recommend alternative solutions.

  • Acquiring knowledge of the organization's policies and procedures, and knowledge of functional area. Proven ability to evaluate, interpret, and implement policies and procedures relevant to payroll and employment. Proven ability to communicate these issues to management and employees as required.

  • Ability to acquire knowledge of human resources policies and programs and organization policies and procedures.

  • Basic knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Experience with UCPath or other payroll/HR systems and ability to use data processing software and relational database systems to process full range of personnel actions (recruitment, timekeeping, merit increases, funding changes, etc.). Ability to conceptualize, develop and utilize new systems, reports and tools for data retrieval, analysis and review.

  • Demonstrated skills in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Excellent written communication skills with a demonstrated ability to write concisely, persuasively, and to clearly summarize information. Excellent skill proofreading material for accuracy, clarity, grammar, syntax, and continuity.

  • Ability to handle difficult or volatile situations / individuals effectively.

  • Ability to manage a high-volume workload with the ability to identify and coordinate resources to effectively handle assignments.

  • Exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher-level consultation and/or group collaboration. Proven ability to maintain strict confidentiality and use discretionary practices.

  • Demonstrated organization skills and ability to prioritize, follow through on tasks, pay attention to detail, handle multiple priorities, be proactive in current and future workload management, and complete work in a timely manner. Ability to respond to urgent requests and function well in a high-volume environment with constant interruptions.

  • Strong interpersonal skills with the ability to communicate and interact with a diverse group of individuals from within and outside the university, using tact, diplomacy, and sensitivity; ability to develop and maintain good working relationships with employees, faculty, managers, supervisors and campus administrators. Ability to explain policies, procedures, and other concepts in easily understandable terms.

  • Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.

  • Demonstrated proficiency with business software including word processing, spreadsheets, email and calendaring systems. Demonstrated ability to learn and use specialized or proprietary systems and applications and the ability to update and expand skills as needed.

  • Skill in developing and efficiently maintaining accurate record keeping systems.

Pay Transparency Act

Annual Full Pay Range: $53,800 - $91,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.77 - $43.58

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
